PHAYUL: China creates new county in Nagchu, Tibet

DHARAMSHALA, 29 January: China announced the creation of a new county in the Nagchu region, in the so-called Tibet Autonomous Region, last week.

La decisión de actualizar el "Distrito Especial" de Tsonyi (Shuanghu) to Tsonyi County was taken by the State Council of China, according to the official Chinese Xinhua News Agency..

El condado de Tsonyi se ha considerado como "el más alto condado del mundo", with an average altitude of 5.000 meters and an average temperature of less 13 degrees centigrade. The region of 116.000 square kilometers has an extremely adverse air and climate, the reporter added.

With an incomplete administrative system, all matters of the region, which is made up of seven villages and a total population of more than 12.000 population, until now they were being managed by the services of the neighboring Nyima county.

According to the report, "los residentes locales ya no tendrán que caminar 300 km to Nyima to settle civil lawsuits after courts and prosecutors in Shuanghu, y obtener el poder judicial".

However, access to running water, paved roads, better food and the construction of the necessary administrative offices in the region is expected to be ready, at least, in half a year.

Tsonyi is county number 11 the Nagchu and and the number 72 in the TAR.

The Constitution of the People's Republic of China establishes three levels of administrative divisions: the province, county and township. However, Two more levels have been inserted in the current implementation: the prefecture, under provinces; and the people, under municipalities.

After the invasion and complete occupation of Tibet in the year 1959, China bifurcates and incorporates the total mass of Tibet into four main areas: the Tibet Autonomous Region, Qinghai province, Sichuan Province and Yunnan Province.
