Kathmandu, 1 abr – The non-governmental organization Human Rights Watch (HRW) denounced today that Nepal, due to pressure from China, imposes more restrictions on Tibetan refugees, by preventing peaceful protests and carrying out arbitrary arrests.

The newly elected Nepalese government must allow peaceful protests, stop surveillance on Tibetans and arbitrary arrests, and provide them with the refugee card, the director of HRW in South Asia said at a press conference, Meenakshi Ganguly.

"China se niega a reconocer que estas protestas se producen porque los tibetanos están descontentos", por lo que intenta relacionarlas con movimientos separatistas y "criminaliza" any protest action, criticized Ganguly.

Nepal no permite actividades "anti-chinas", among them those who defend the separation of Tibet.

In Nepali territory it is estimated that they reside between 15.000 and 20.000 Tibetan refugees.

"La identidad tibetana está presente en Katmandú" debido "a la tradición budista," recalled the South Asia director of HRW.

Tibetan exiles began protests in Nepal in 2008 on the occasion of the celebration of the Olympic Games in Beijing, although since then they are less common due to measures to prevent them from being produced in the Himalayan country..

These measures are carried out on significant dates for Tibetans, like the birthday of Dalai Lama, or on the occasion of the visit of Chinese authorities to Nepal.

Proof of the influence exerted by China is the significant reduction in the number of Tibetans who manage to reach India, which according to HRW was less than 200 in 2013, while the average before 2008 was from some 2.000.

Tibetans crossing Nepal's mountainous border have the right to be assisted by the United Nations Refugee Agency, ACNUR, to ensure their safety on their way to India.

However, HRW warned that pressure from China may mean that Tibetans will have to return to Chinese territory, where they can be imprisoned or abused.

China contributes significantly to the development of Nepal and in return demands control measures over the Tibetans, according to the defense organization human rights.
