The reform that will limit the cases of universal justice in which Spanish magistrates can intervene will affect a dozen cases, among them the investigation of repression in Tibet, of which Thupten Wangchen is the complainant and victim, and which provoked complaints from China.

Thubten Wangchen was born in the year 1954 than Tibet, in Kirong village. in 1959, at the age of five, He was forced to leave his country due to China's invasion of Tibet.. He survived by begging on the streets of Kathmandu, Nepal, like so many other Tibetans forced into exile. Shortly after, thanks to the auspices of the Dalai Lama and the help of the Indian government, was able to enter a school for Tibetan refugees in Dalhousie, India, where he studied his own language, culture, history, Buddhist art and philosophy, as well as English and Hindi.
At the age of sixteen he decided to enter a monastery to further study Buddhist philosophy.. He managed to enter the Namgyal monastery –the private monastery of S.S.. the Dalai Lama- en Dharamsala, north of India, city headquarters of the Tibetan government in exile. There he spent eleven years studying Buddhist doctrine and its rituals., ceremonies, dances, mandala making, etc. At the end of 1981 He came to Spain for the first time as a translator for a Tibetan lama.
Organized conferences, exhibitions and seminars on the different fields of Tibetan culture. in 1989 and for three years he was director of the LAMA PROJECT, a project to compile and video record the traditions and teachings preserved by the oldest lamas, in order to ensure its continuity.
After an intense cultural exchange with the West, decided to open a center in our country. By indication and advice of H.S.. the Dalai Lama, created the House of Tibet in Barcelona with the aim of disseminating Tibetan culture. In December 1994 S.S. The Dalai Lama inaugurated the headquarters of the House of Tibet, of which he is the Honorary President and Thubten Wangchen its director.
Thupten Wangchen has been a co-plaintiff and victim since the first lawsuit 2005 for the Tibet cases in the National Court of Madrid.
He is one of the two parliamentarians for Europe of the Tibetan government in exile based in Dharamsala., India.
