The Fiscal Council will send its complaint to the Ministry of Justice about the formula used for the reform of the law of universal justice, as approved yesterday unanimously and with the favorable vote of the State Attorney General, Eduardo Torres-Dulce.

The express modification promoted by the Government allows you to avoid the Fiscal Council report process, therefore this body has not been heard before approving the modifications.

Formulation of the complaint, which will be transferred shortly to the Alberto Ruiz-Gallardón department, It was approved at the request of the prosecutors of the Progressive Union of Prosecutors (UPF) and was supported by the council unanimously.

The members of the Fiscal Council did not begin to assess the substance of the legislative change, something they could have done in the case of a common reform, in which they had spoken through their report.

The PP approved, in solitude, the express reform of the Organic Law of the Judiciary which entails the modification of universal justice that until now allowed crimes to be prosecuted outside Spanish territory. He did so after the case opened against China for the genocide in Tibet. The formula used, unusual in this legislature, allowed him to avoid the mandatory reports of the General Council of the Judiciary, the Fiscal Council and the Council of State.

The intention of the reform was file a dozen cases that are processed in the National Court. However, several magistrates have questioned the legislative change that virtually empties the so-called universal justice of its content and orders the filing of pending cases.
