EFE: HRW urges end to forced relocation of Tibetans

EFE – 27/06/2013

Beijing, 27 jun (EFE).- The Chinese Government must end its policy of forced relocation of millions of Tibetans, that affects their traditional way of life, The organization Human Rights Watch demanded today (HRW).

A report released today, bajo el título "Dicen que deberíamos estar agradecidos: Realojamiento masivo en áreas tibetanas de China", states that since 2006, el Gobierno chino ha puesto en marcha programas masivos para "realojar", either in newly built or renovated homes, to two million people, a majority of the rural population in Tibet.

At the same time, The Government has accelerated the sedentarization of nomadic herders in some Tibetan areas, like Qinghai province, in a program that by the end of this year will have affected more than 400.000 personas, he 90 percent of that community in the province.

Las autoridades chinas afirman que el realojamiento es completamente voluntario y respeta la "voluntad de los granjeros y pastores tibetanos".

También afirma que las nuevas viviendas están adaptadas a las "características étnicas" and denies that there have been forced evictions.

In your report, "Human Rights Watch" cites interviews with numerous Tibetans among 2006 and 2012 para afirmar que las medidas han perturbado a muchos tibetanos "debido a su impacto en la cultura tibetana", by moving them away from the countryside and housing them in permanent structures.

Many of the relocations, assures, no fueron voluntarios y quienes los sufrieron afirman que "nunca se les consultó o se les ofreció alternativas".

Human Rights Watch specifies that under International Law, Only relocations carried out through the use of force are not considered forced, but also those that lack a consultation process, appropriate compensation or alternatives.

Aunque algunos tibetanos "han dado genuinamente la bienvenida a aspectos de las políticas de vivienda y se han beneficiado de ellas, many are concerned about their ability to maintain their way of life in the future. La mayoría se considera sujeto de una política a la que no tienen capacidad de oponerse o de reformar", denounce the report.

Thus, The human rights organization urges the Chinese government to impose a moratorium on relocations until a review by independent experts is carried out to determine whether these practices respect international law..

The organization also asks that the Chinese Government recognize and respect freedom of expression, association and meeting to ensure that Tibetans and others can raise concerns and criticism, included against the government's rehousing policy. EFE
