China considera una "decisión errónea"
the arrest warrant for Chinese leaders

Beijing, 11 feb (EFE).- El Gobierno chino calificó hoy de "decisión errónea" the international search and arrest warrant issued by the judge of the Spanish National Court Ismael Moreno against five former Chinese leaders, Among them former president Jiang Zemin, for alleged crimes such as genocide in Tibet.

At a press conference, la portavoz del Ministerio de Exteriores chino Hua Chunying esperó que España maneje "apropiadamente" el asunto para mantener el progreso de las "buenas" relations between both countries.

"Espero que todas las partes, including our friends from the press, puedan distinguir lo bueno de lo malo y ver claramente el daño que hace la decisión errónea de las instancias españolas", Hua told foreign journalists.

On Monday, Judge Moreno ordered the search and capture for the arrest and entry and unconditional imprisonment of five former Chinese communist leaders for crimes of genocide, torture and crimes against humanity in the Chinese autonomous region of Tibet.

This way, the judge complies with the established process, since the fourth section of the Criminal Chamber of the National Court urged him last November to issue arrest warrants for the five.

A pesar de mostrar su "molestia" by the decision made by the Spanish judge, la portavoz china confió en la "sabiduría y la habilidad" of the Spanish Government to deal with and avoid matters like this and stated that, "como es habitual", Beijing and Madrid maintain close contact.

"Ambos hemos dejado claro nuestro punto de vista", Hua said in the official reaction of the Chinese Government to the Spanish judicial decision, in statements that occur on the same day that the Spanish Legislature debates the reform of the principle of universal justice.

A bill from the Popular Party restricts the conditions under which a Spanish judge can investigate crimes committed outside the national territory, like the alleged repression in Tibet.

If approved, the case against former Chinese leaders could be paralyzed.

"China respeta un principio: not intervene in the internal affairs of another country, so, regarding the action carried out in Spain, no tenemos nada que comentar", the spokesperson settled.

In addition to Jiang's arrest, Judge Moreno ordered, via Interpol, the arrest of Li Peng, Chinese prime minister at the end of the years 80 and principles of 90; Qiao Shi, former head of Chinese security and head of police; Chen Kuiyuan, Secretary of the Communist Party of China in Tibet between 1992 and 2001, Peng Peyuyu, Minister of Family Planning in the decades of 80 of the 20th century.

The five are missing, indicates the judge in the respective records in which he orders his search and capture and his international arrest warrant.
